What is it that you want for the town of Hebron?
What is it that you should expect from your leadership? What really makes a good leader? Experience is an important aspect of leadership however, what truly defines effective leadership is results driven by a person’s actions. I want to serve the Hebron community in the best way I know how; hard work with dedication and determination.
As a member of the Hebron Soccer Association, I have proven that I can make things happen. I started the Golf Tournament 6 years ago and have raised thousands of dollars to help support our growing soccer program. I initiated a soccer ball fundraiser that enabled us to provide every child in the program with a soccer ball at no expense. There are a multitude of financial opportunities to be had, and this town needs someone that will take the time to find them.
The town of Hebron needs economic development for increased services and a larger tax base. The Village Green project has been on the drawing board for over 10 years. The town and the state have paved a road. It is imperative that town leaders collectively open the doors for new businesses and cooperatively sustain our current business community.
As a board of selectmen, I will work diligently to make sure we have an efficient town government that works for the taxpayers. I will listen to the citizens and respond to the needs of the people. I will encourage open discussion with all boards to communicate effectively in order to maximize our potential and minimize the cost of doing so. I am not going to make promises that are unrealistic but I will ask WHY NOT? We need action, and I want to be a part of Hebron’s future. It is a wonderful town that I call home.

Gayle Mulligan a Republican Candidate
I am Gayle Mulligan a Republican candidate for the Board of Selectmen. Since August when I announced my intentions to seek election I have been asked “Gayle, why are you running?” The answer is very simple; I want to make a difference in my community, the town that I have chosen to raise my family in.
To make a difference I intend to be an active participant on the board, understanding all the facts on issues and most importantly contemplate and understand how these decisions will affect the taxpayers, business, and children in our community. My decisions will not be made in a vacuum relating only to my situation. Hebron is a diverse community and it is the responsibility of the town’s leadership to consider everyone when making decisions, and I will.
To make a difference I intend work cooperatively with the other elected officials and boards. The Board of Selectmen is just one arm of our representative local government. In order to move towards effective government, economic development, and quality education we cannot isolate our vision or discussions, and we must work in unison.
To make a difference I intend to support Economic Development in our community. The existing business and those intending on making Hebron their home need support. This support needs to come from residents choosing Hebron based services, and the town government willing to a partner in their survival and growth.
I am asking the residents of Hebron to vote for me on November 6th, Gayle Mulligan Board of Selectmen. Please let me bring my energy and devotion towards our town to the next level, I can and will make a difference.

Hebron Board of Selectmen
My name is Gayle Mulligan and I am running for Hebron Board of Selectmen. I moved to Hebron 13 years ago and since then I have been an active member in our community. As a member of the PTA I was co-president for two years and still remain an active member. Within the Hebron Soccer Association I have coached eight consecutive years, served as Vice President of the board, and for the past two years I have served as the Executive Director. In 2005, I was elected to the Zoning Board of Appeals and currently hold that position. In 2004 I was appointed Republican Deputy Registrar for the Town of Hebron, and currently hold that position.
The town of Hebron has a jewel in its rural character. This character will be shattered if we do not take the right steps towards economic development and structural improvements. I would like to be involved in decisions to move Hebron in the right direction for all of our residents and business owners. For example, the “Town Green” needs to become a reality. The Board of Selectmen can be proactive in bringing viable businesses to the town and helping our current businesses survive and grow. This will have a two fold effect increasing our tax base and provide much needed services and job opportunities. Make no mistake, it won’t solve the tax problems but it will help.
Our local communities rely heavily on state funding for educational and municipal aid. As a member of the Board of Selectmen, I would like to make our struggles known at the state capital, that the small towns of Eastern Connecticut have an excessive property tax demand for their residents. The local communities should still have control on spending but we are sending too much money to Hartford and in return, getting back expensive unfunded mandates.
A strong educational system is critical to our society’s future. To that end, I have been an active supporter of our school systems. As a member of the board of Selectmen, I will work with the Board of Finance and the Board of Educations to continue our schools excellence. The children need to be prepared to take over the leadership of our town and country.
In conclusion, I will make it my goal for all issues; that I listen to all interested and involved parties, get all the facts, understand the impact it will have on our community as a whole, and work together with town leaders to find a viable solution for the betterment of our community in the long run.
Hebron can make positive steps in the direction of efficient government, good planning, reasonable growth, improved town services, and excellence in education. I would like to be part of this exciting time in Hebron and ask for your vote on Nov 6th.

On November 6th, I am voting to re-elect Clara O’Brien for the Board of Assessment Appeals. Please join me and cast your vote for Clara too.
I have known Clara for the past 14 years. She is the mom of triplets and is a highly motivated and enthusiastic individual. Clara holds a master’s degree in Health Care Management and a bachelor’s degree in Nursing. She has been managing a large ophthalmology group for the past 13 years. Clara has experience serving the community. She has served in an appointed position on the Hebron Water Pollution Control Authority for the past 10 years and she currently is serving as chairman.. Also, she was elected to the Board of Assessment Appeals in 2003. She has served on both boards simultaneously.
Clara will work for the citizens of Hebron listening to each appeal and gather all the facts presented.

I have observed her manage a very busy household of triplets, maintain a very demanding career as an Office Manager for a very busy, large ophthalmology group and volunteer her time for the church and the community. She does it all well, with great organization, resourcefulness and dedication. These are the qualities that I am looking for in our public servants.

In addition, she was appointed in 1997 to serve on the Water Pollution Control Authority (WPCA) and she currently serves as its chairman. I would like to take this opportunity to announce my candidacy for the Hebron Board of Assessment Appeals. I am running as a Republican endorsed candidate have resided in Hebron for the past 13 years with my husband David and our triplets - Megan, Sean and Kyle who will be 11 in November.
I am a registered nurse since 1978. I am employed at The Eye Center of Grove Hill in New Britain as their Practice Manager for over 13 years. I hold a BS in Nursing from St. Joseph College in West Hartford and a MS in Health Care Management from Rensselaer in Hartford. I am highly specialized in Ophthalmology and am a Certified Registered Nurse of Ophthalmology, a Certified Ophthalmic Assistant and a Certified Ophthalmic Coding Specialist. I am also an American Red Cross Certified CPR/AED/First Aid and Safety volunteer Instructor since 1991. I currently serve as a Catalyst Fund Member for the New Britain Foundation for Public Giving.
I was appointed to the Hebron Water Pollution Control Authority by the Board of Selectman in June 1997, and was elected chairman for that agency in 2005. In 2003, I was elected to the Hebron Board of Assessment Appeals. I continue to serve on both boards simultaneously.
I am running as an incumbent for the Board of Assessment Appeals to continue to serve Hebron’s citizens. I will continue to listen to all concerns objectively and use my skills and knowledge in my decision-making process. I believe that the past 4 years on the Board of Assessment Appeals has been a good experience and going through a revaluation with so many appeals was a great challenge as well as a valuable learning experience.
